Thanks Matt - I wonder how easy it would be with the hollowing out of public sector agencies to move away from the nibble and more towards the hippo bite approach. It's a constant worry that I fear is the sad harvest reaped from the sowing of a neo liberal agenda for the past 30 years.
Hi Dominic - the propensity to nibble is human nature, exacerbated (as you rightly call out) by demonisation of the public service (think Reagan's nine most terrifying words in the English language ... I'm from the government and I'm here to help). In years gone secretariat and research functions for a review of this kind would mainly have been insourced, but now go out to tender. It'll take more than the Accord and ATEC to fix this, but they will hopefully ensure better investment in expert policy analysis and advice, and allow for more than incoherent policy nibbling.
